Excise Renewal is the mandatory legal procedure enacted annually to sustain a valid manufacturing, distribution, or sales privilege for products or services subject to excise duty in Nepal.
Supervised by the Inland Revenue Department (IRD), an excise license is structurally tied to the fiscal year framework. Under this specialized administrative method, businesses must update their operating permissions before the state deadline. The workflow involves lodging an electronic extension request via the IRD taxpayer portal, reconciling cumulative production logs, paying structural renewal fees, and presenting clean compliance ledgers for formal certification. Completing this method ensures uninterrupted commercial operations and preserves the entity’s standing on the master tax register.
Annual licensing privileges are governed by Section 9 of the Excise Duty Act, 2058, and strictly executed under Rule 5 of the Excise Duty Rules, 2059. Under Rule 5(1), an excise license remains valid for only one fiscal year and must be renewed within one month of its expiration (by the end of Shrawan). All renewals demand that the licensee has filed all up-to-date monthly returns and holds no unresolved liabilities across the IRD tax database.
Missing the renewal deadline triggers an automatic fine under Rule 5(3) set at 50% of the original license fee within the six-month grace period. Beyond this window, the license is canceled automatically under Rule 5(4). Additionally, manufacturing or selling excisable items with an expired or unrenewed license is treated as a criminal offense under Section 16, carrying penalties of up to NPR 500,000, a maximum of five years of imprisonment, and total forfeiture of related inventory.
