The Department of Tourism (DoT) serves as the primary regulatory body for Star Category Hotel Registration in Nepal. To grant the star hotel categorization, the DoT enforces strict criteria for room counts, suite ratios, and specialized amenities. Obtaining a “Star” status is not merely about prestige; it is a legal requirement to access government tourism incentives, participate in international travel fairs, and operate legally within the national tourism ecosystem.
According to Section 10 of the Tourism Act, 2035, and Rule 3 of the Hotel, Lodge, Restaurant, Bar and Tourist Guide Rules, 2038, any person who is interested to register to his/her hotel, lodge, restaurant, or resort and bar as a tourist standard shall submit an application to the department. For Star Category Hotel Registration, the establishment must meet the “Classification Standards,” which dictate the infrastructure required to fall under a specific classification. Furthermore, the Industrial Enterprises Act, 2076 requires these hotels to be registered as “Large or Medium-Scale Industries” depending on their fixed capital investment.
Under section 15 of the Act, unauthorized operation can lead to fines ranging from NPR 10,000 for the first time to NPR 50,0000 for each time misrepresentation occurs. If a hotel uses the “Star” designation without official DoT certification, it is considered a consumer fraud offense. Registration is essential because it provides the legal “Tourism Industry License” required to open corporate bank accounts, repatriate foreign investment, and secure work permits for expatriate management.
